Regarding "Many will face higher 2016 premiums," (July 2): When will Americans get it? Why aren't we outraged? The Oregonian/OregonLive's Nick Budnick reports that Portland may see some of the biggest hikes in insurance premiums, although "Oregon premiums will still be competitive with other states." Budnick also reports that Moda was "approved for a 25.6 percent average increase." Remember Moda paying out $40 million over 10 years to use their name on the former Rose Garden?
